Dresden 2026 — Eight Key Findings

Eight Cross-Cutting Findings from Dresden

The following synthesis is documented in the open-access Dresden workshop report (Pahl, 2026, v1.0). It represents an exploratory cross-contribution analysis, not a field-wide validated consensus.

1. From content to operations

The relevant unit of analysis is the coordinated influence operation: planning, targeting, generation, dissemination, amplification and persistence. Detecting an isolated misleading artefact cannot explain the operation behind it.

2. Generative AI shifts operational bottlenecks

AI lowers the marginal costs of production, translation and variation. Identity, distribution, attention, trust and persuasion become comparatively more important constraints.

3. Automation reaches the back office

Audience analysis, persona management, workflow orchestration, timing and quality control may matter as much as generating individual messages.

4. Manipulation is embedded in real-world context

Manipulative narratives exploit existing events, fears, tensions and institutional vulnerabilities from the outset. Their circulation can then feed back into the same social environment.

5. Technical and regulatory responses are complementary

Privacy engineering, detection, provenance and auditing need governance; governance increasingly needs technical evidence of compliance and accountability.

6. Trust and credible distribution become strategic resources

People cannot verify every claim independently. Trusted intermediaries and authentic identities therefore become important for both defenders and attackers.

7. No actor sees the complete lifecycle

Model providers, platforms, researchers, journalists and institutions observe different parts of the operation. Cross-provider and independent observability is needed.

8. Manipulation can be factually and pragmatically subtle

Evaluative language, argumentative flaws, framing and implicit assumptions can influence interpretation without depending on explicitly fabricated facts.
